12/08/2011   Important timeframes for Individual applicants moving from group continuation coverage

We allow a maximum of six months' continuation of group benefits for those groups that aren't COBRA-eligible. However, individuals who select non-COBRA continuation of coverage and want to apply for Individual coverage with Asuris or other carriers must submit their application within 90 days of their qualifying event in order to waive the Standard Health Questionnaire (SHQ) Requirement.

For example, if someone retires at age 62 from a small employer, they can select the six-month group non-COBRA continuation plan. If they apply for Individual coverage after their six-month non-COBRA continuation plan is over, they may no longer qualify for an exception to the SHQ as they are past 90 days from their retirement (which is their qualifying event). In order to waive the SHQ they must apply within 90 days of their qualifying event. Also, in order to carry over pre-existing waiting period credits, they must apply for Individual coverage within 63 days of losing group coverage.
